Why can’t we publicly remark on someone’s recording?

How come there's no ability to remark on someone's voice recording? Just like in other platforms there are comment sections where you can type your comment on someone's video, here there should be some way for me to see what other people are saying on a video recording or, you know, reply to someone myself and publicly, not privately. Don't you think?
